Without any discount Sam should pay 10*10=$100. Now, the overall discount would be slightly less than 20%, thus he must pay slightly more than $80. Only answer choice D fits.

Answer: D.

Bunuel, Where is it possible to learn more about such elimination techniques?
I suppose it can help to save time and time is a very, maybe even the most valuable resource.

Hey Bunuel,
I am getting 80 after discounting 20% from $100 so why the answer is D ?

Because, the total discount is not 20% but slightly less than 20%.
Notice, the discount is 8% on 12% discounted price to be precise: 19.04% (obtained from 1 - (0.88*0.92) )
What Bunuel mentioned is approximation technique, slightly less than 20, so answer must be slightly above 80.

Hope it helps.
