Alternate Solution:

Since Andrew can select either 1 or 2 colors from the 5, he can create the following number of codes:

5C2 + 5C1 = (5 x 3)/2! + 5 = 10 + 5 = 15

Answer: D

Since the order doesn't matter in this case, combinations should be used.
5C1 + 5C2
5!/(5-1)!1! + 5!/(5-2)!2!
5x4!/4!1! + 5x4x3!/3!2!
5 + 10
15

Which is answer D
