I'm sorry to hear that this 2nd attempt did not turn out better - and the results are remarkably similar to your 1st Official Scores (meaning that you likely developed some 'bad habits' during your earlier studies that are still keeping you from scoring at a higher level now). Thankfully, the GMAT is a consistent, predictable Exam, so you CAN train to score at a higher level. However, you will clearly have to make some fundamental changes to how you 'see' (and respond to) the Exam before you will be able to hit your Goal Score.
Before we discuss the data in your ESR, it would help if you could provide a bit more information on how you've been studying and your goals:
Studies:
1) What type of study routine have you been following over the last 1.5 months? How many hours did you typically study each week?
2) What study materials have you used over the course of ALL of your studies? What “brands” of CATs/mocks have you used?
3) On what dates (or approximate dates) did you take EACH of your CATs/mocks and how did you score on EACH (including the Quant and Verbal Scaled Scores for EACH)?
Goals:
4) Is your overall goal score still 700+?
5) When are you planning to apply to Business School and what Schools are you planning to apply to?
