I think the answer is B.
The activist’s argument is basically:
→ endangered whales should be protected
→ but because of current technology, you can’t enforce that unless all whaling is banned
→ so conclusion: all whaling should be banned
So the gap is:
why banning everything is justified just to enforce banning one part.
