Not only but also error.. option between B and E. B is better choice as E will have to many "that" ...that victory was his and that confronting... hence B.

A, C and D are out because of idiom error.

Now we are left with two options. B and E.

Now, as per the meaning of the sentence, Dewey was convinced with two things:

1. victory was his
2. confronting the issues might bring out differences ...

Now, I can use that only once or twice. Both are fine.

The reason B is wrong is that B changes the meaning of the sentence. As per the meaning, he said confronting issues MIGHT bring out differences.

While B is saying "may"

Note that "might" means possibility is very low while "may" means possibility is high.

Hence, E maintains the original meaning, thus the correct answer.
