Isn't the atoms of one gas should be compared with atoms of other gases? all options have compared Atoms with gases!

Yes, the question is comparing atoms and gases
The trap answer is A. The use of "as" in A is tricky and we need to remember that we use it only to compare actions.
As other inert gases do, Neon atoms never form stable molecules by chemically bonding with other atoms.
If a "do" were added, the question would have been correct

"As" is used to modify clause only, therefore A, B, C, D are out. "Like" is used to modify nouns.
