Total money donate yesterday: N x 100
Total money donate today: M x 200
M= ?, N = ?

1- 100N = 40,000
No information on N, so INSUFF

2- 200M = 60% (100N + 200M)
This only gives the ratio of M and N, without any value like the total amount or N or M we can't solve for M and N.
INSUFF

1+2: too obvious, so C is the answer.
