40 - 4 = 36

36/1.5 = 24 minutes
+ 2 minutes
= 26

4+1.50(x-2)=40
4+1.50x-3=40
X=39/1.50
X=26

4 dollars for first 2 minutes.
40-4=36 dollars left. 36/1.5= 24 minutes.
Total time that she can play in 40 dollars is 2+24= 26 minutes.
Answer is D
