To answer your query, here "among" refers to "options", which from the phrase "one of the" we can tell refers to more than two options, thus the use of "among" is perfectly correct. In this case, "less" versus "least" is simply a matter of degree; "less costly" implies that the proposal in question is roughly one of the bottom 50 percent in terms of cost, and "least costly" implies that it belongs in a more restrictive range.
In other words, "among" is correct because the "options" in question number more than two regardless of whether "less costly" or "least costly" is used.
Remember, the rule is that "among" is used to refer to more than two elements, and "between" is used to refer to two elements.
