IMO D,
because of "one of the contries" it should have at the beginning.
in C "achievement of" looks odd, hence D

I would go with D.

Here, "that" as a pronoun refers to "countries", hence we need plural verb "have".
"aimed at achieving" is better than "aimed at the achievement of".

Quantity prepositional phrase is tested in this question.
Some of the...One of the...Most of the...all these are QPP. S-V agreement is based on what is the state of the subject.
In this case "One of the countries" has countries as the subject, therefore V has to be plural have.
Between C & D, D is unidiomatic.
C is the correct answer.
