We are basically talking about the functions of two things and the conditions in which both work.

So,there is no point of using a conditional here ( use of would). We are basically stating a fact which is best expressed in the present tense and not in past tense. Next, the important thing is the placement of word 'only'. The intended meaning is to specify that X works only if Y happens and NOT that X happens if only Y happens.

Please do correct me in case I am missing something in my understanding here.

..only if the workstation is set up..

Since we are stating a fact here, so 'is' is correct.
