I am newbie in Gmat and do not reflect any of expert's reply, but here is my process of choosing right answer.

PoE.

'of cyclists', means team members are those who ride uphill already and doesn't make sense to choose to ride uphill on top of uphill practice they're doing already.

C/E out.

B is out because we're using "that", and that cannot modify possessive subject of 'team members'' without a referral.
This leads us to the choice that cyclists who ride up hill build strength... what?
it's team's decision to practice uphill, not build strength and stamina quickly. I wish I can choose that though.

We're left with A/D.

It makes much more sense to choose D since A might mean that cyclists who ride uphill, not quickly, might not build strength and stamina at all. Why bother going to hill area at all if that's the case? you just need to ride uphill quickly.

We're left with D despite the meaning ambiguity on 'quickly', since team members might not build strength quickly with option D.
