I agree with you. Yes D doesn't have causality. Missed it!!
I don't like the sentence E too.

i find this question wrong
"while" normally introduces either contrast or signifies some events that are happening at the same time .neither is happening in option D

After POE, answer is D.

Consider the simple meaning analysis to eliminate the choices. The intended meaning of the sentence is contrast between rising land costs and affordable public transportation cost and the reason of sale of residential communities at suburban localities is affordable public transportation cost.

If we use the above meaning analysis, then we can reduce to choice D and E. Choice E lacks the main verb; hence, Choice D is the answer.

Correct me if I am wrong?

First of all, the passage was not meant to show ‘cause and effect’, but simultaneity. The ‘while’ was meant to denote ‘at the same time.’

But D does not denote simultaneity in spite of the word ‘while’, because, the middle income people are seen to be switching in a progressive tense, but the simultaneous events of skyrocketing and improving are marked in present perfect tense; this shift of tense is unacceptable and unparallel. D per se is wrong. If D were to be correct, it should be

Hi Daagh,

I choose D because when we use 'the recent times' in a sentence it shows the action which happened in the past

Also in this sentence the use of 'recent times' and 'Now' after underlined part shows that the first two actions happened in the past which is continued until a point and now many people are switching to urban cities.

But in the option E all three actions are happening at the same time and that kills whole purpose of using both 'Recent times' and 'Now'.

Im relatively new to this so please correct me if I'm wrong.

‘Recent times’ does not denote past action It denotes that the beginning was in the past but that the action is still on going on . That is the reason that not a past tense verb, but a present perfect has been used in the context in D ; E is still better because, present participles are used in the context, indicating the timelessness of the events, but the present tense of the main clause namely ‘are switching’ finally decides the timing of the events.

The confusion is between D and E, even if we ignore the "while" in option D, option D is wrong as it implies that botu events "price increase" and "improvement in transportation" are complete. No further price increase or improvement in transportation would happen which changes the meaning of initial sentence. Option E keeps the meaning intact.
