This is a weaken question. We have to weaken the conclusion that commission’s plan is working. Prethinking is what if citizens started using less electricity because of weather change, may be winter started after anouning the price hike.
A. Electricity supply in hospitals, train stations and other public service areas is provided free of charge by the city. It doesn't support any other reason for decrease in electricity use. So wrong.
B. The population of City X is among the lowest in the urban regions of the country. Irrelevant. Doesn't explain decrease in electricity uses.
C. Many industrial corporations that use extensive amounts of electrical power are soon going to open regional offices in City X. Talks about future we need something of past activity. So wrong.
D. Citizens of City X have increasingly been choosing the option of sourcing their electrical power from more than one supplier. Yes. What if the users of suppliers who reported decease in electricity use changed supplier of electric connection. This explaint the decrease.
