i just learned the english language in 2011. and I'm still struggling with the RC.
my problem is :
when i start reading the passage, my mind doesn't comprehend the ideas in the passage. i feel that my brain is just blocked out and my lips continue to read (specially if I'm not familiar with the topic or if the topic was boring to me ). i can understand the first line but when i go to the next lines i feel like i forgot what was the last thing i read .
how can i stop this problem ? how can make my mind understand what I'm reading quickly ? does this depends on training (the more i train the better i get) if yes , how can i train my self ? any suggestions guys on how can i control my self to understand the passage.

You are not alone-- issue that you have mentioned is very common, and definitely you can improve.
There are few factors that may be responsible for such problem.
1. Psychological : while reading if thoughts about forgetting information that you are reading run parallel in your mind then definitely you will not able to comprehend.
2. Level of ADHD : Generally people do not understand that they are suffering with some type of ADHD, and they just overburden themselves.
3. Side effects of alcoholism or drug abuse : Alcohol is bad for our neurons, but loss is reversible. Once a person stops taking alcohol, within few months brain can achieve its normal level of functioning.
4. Lack of training : This is a very common issue. By reading allot, you can train your mind and make yourself comfortable with passages.
Solution :
1. Daily do breathing exercises such as yoga or jogging -- Keep level of oxygen high in your brain.
2. Drink green tea 3 times a day.
3. Think positive that you can improve. There are many people who were struggling with RC but later they concurred it.
4. Whenever you read, try to read little fast (not too much slow) without skipping words and keep pace of reading uniform as much as possible.
5. While reading keep your mind in alert mode and only focus on meaning. You can make pictures, and define characters in your mind, since beginning, and try to link information to form a story. General knowledge about any particular topic can really aid you in forming accurate story.
6. Challenge yourself with difficult RCs (LSAT level) as well so that your concentration, stamina and endurance improve.
8. if you follow above mentioned recommendation then definitely you can see some improvement in 4-5 months. You can also consult a neurologist if situation does not improve.
Consider brain a complex machine, a processor, and identify underlying reasons, questioning why it is behaving in this manner.
