Answer should be B. 1st option, count of verb & subject does not match, 3rd and 4th option grammaticaly wrong and last option’s meaning is out of sync.

 clear meaning.

3. The Bald Eagle, like the Great Horned Owl, America's national bird, has  little  natural predators, but  their  population having dwindling to almost nothing until DDT had been banned.

4. The Bald Eagle, America's national bird, has a very small number of natural predators, as does the Great Horned Owl, but its  population dwindling  to almost nothing until DDT is banned.
