Although new firm subsidy legislation is presently being considered in the House of Representatives,significant revision is to be expected if it is to be passed
a)it is not expected to pass without it being significantly revised. b)it is not expected to pass without significant revision
I have come down to these two choices. I marked (a) as correct thinking that being is used before also and passive voice is required for parallelism but b is correct. Can anybody explain the reason.

I see two reasons why b is better than a
- the second "it" (before being) -> what does it refer to : legislation ? house ? ambiguous IMO. - "concision" -> significant revision is criper. - meaning itself : if i were to write the sentence like (a) , it would be "it is not expected to pass without "getting" significantly revised". The meaning of "without being significantly revised" is a bit ambiguous - not sure what to understand out of it.
