How C is out of scope?

cultural offerings can be the reason of preference

We should not bring in outside knowledge while answering CR questions. We have no information on how cultural offerings will affect the argument's outcome.

Bob and Linda are tired of the freezing cold days in Glenmont, so they are considering retiring to either Sunny Glen or Buena Vista. Bob points out that Sunny Glen has an average annual temperature 8 degrees Fahrenheit higher than that of Buena Vista. Linda insists, however, that Buena Vista would be the better choice.

Which of the following, if true, best accounts for Linda’s preference for Buena Vista?

A. Different people experience cold in different ways, so what seems cold to Linda may seem pleasantly cool to Bob.
B. Sunny Glen has a somewhat higher risk of hurricanes than does Glenmont.
C. Buena Vista has a range of cultural offerings, including an opera, a ballet, and three jazz clubs.
D. Living in a place that gets very hot, such as Sunny Glen, can have as many health risks as living in a place that gets very cold.
E. While Sunny Glen is warmer than Buena Vista in the summer, it also has more freezing cold days in the winter.

Option A and option C are vague and does not have any relation with the argument so they are out,
option B highlights that sunny glen has higher risk of hurrican but the reason of relocation is cold not hurrican and neither the argument not the option mentions how much is the risk of hurrican so it may varry from .05% to 99%,which is not clear so out.option D provides a fact but does not mention how hot is sunny glen it may be just 8 degrees in summer which is still hotter than the rest of the cities or it may be 58 degrees..but we can be sure.
Option E is correct because it highlights that even if sunny glen is warmer than buena vista it gets colder than buena vista in winter and cold is issue why they are moving to another city so why would they move to sunny glen if they have better option like buena vista.

We need to prove how Buena is a better choice than Sunny Glen.

A. Different people experience cold in different ways, so what seems cold to Linda may seem pleasantly cool to Bob.

Irrelevant : We are talking about a place that is pleasant to both and not only to one of them.

B. Sunny Glen has a somewhat higher risk of hurricanes than does Glenmont.

We are comparing Buena and Sunny Glen only. Also, we don't know how much risk of hurricanes in Buena.

C. Buena Vista has a range of cultural offerings, including an opera, a ballet, and three jazz clubs.

Though it talks about Buena positively, we don't know what is the status of cultural offerings, opera, and Jazz clubs in Sunny Glen. It may have more.

D. Living in a place that gets very hot, such as Sunny Glen, can have as many health risks as living in a place that gets very cold.

No mention of Buena, therefore we don't know how much better it would be in comparison to SG.

E. While Sunny Glen is warmer than Buena Vista in the summer, it also has more freezing cold days in the winter.

Best among all. Direct comparison in line with the premise.

Official Explanation

The passage specifically states that Bob and Linda are seeking to avoid freezing cold days, and answer E states that Buena Vista has fewer freezing cold days than Sunny Glen; this fact accounts for Linda’s preference for Buena Vista, despite Sunny Glen’s higher average temperature.
