Both the ranges of 2 lists are from 1 to 100, whose deviation is greater?
1) List 1 has three 100 and two 50; List 2 has two 100 and three 50.
2) The averages are the same.

List could have other numbers also. It does not say these are the only numbers

1) and 2) together - Can't say as there could be other numbers in the list which could change the std deviation. Without knowing the complete list we can't calculate the std deviation.

It is (E) and it's a tricky one too because one would have assumed that the numbers listed in statement one are all the numbers in each list.
