Conclusion : The company could earn even more by adopting a new policy
Support : Brothers’ new land contains hundreds of trees that are already slated to be razed; the company should use those trees for wood instead of the old houses
Weaken the conclusion by weakening the support : Reusing of wood is better than cutting of fresh trees.
(A) It is a waste of resources for a company that needs wood to chop down hundreds of trees but not use the wood.
We can't say the company will not use such woods. Also, choices that shows moral intent are mostly wrong.

If there is no difference then what is the purpose to change the plan.

So although it does seem like a stregthner Q, it is infact not in the real sense.
It is telling us to answer that why the company spends and uses the old wood despite the fact that it can earn more profits with adopting new policy.
