A and C, fewer cannot refer to footage, which is non-countable. Eliminate A and C.

B, built incorrectly modifies residents. Eliminate B.

D, seeing should refer to the Baskerville building -- So wrong meaning

guys get hold of few uncountable nouns

Food: rice, sugar, fruit, milk, bread, butter, cheese
Fluids: blood, water, oil, coffee, tea, gasoline
Raw materials: wood, paper, glass, iron, silver, wool
Gases oxygen, nitrogen, air, pollution, steam
General: furniture, mail, money, traffic, equipment
Group: jewelry, machinery, luggage, clothing, cash
Languages: English, Chinese, Japanese, Spanish
Academic subjects: chemistry, mathematics, psychology
Abstract things: education, health, intelligence, beauty, knowledge, sleep, hope, music, time

'Square footage' is not a countable and requires 'less.'

'its residents' is incorrectly being modified by the phrase 'built in 1913...' Clearly the residents weren't built in 1913.


C As its residents know well, the Baskerville building has a great deal more character than most modern buildings, but a lot fewer square footage, seeing as it was built in 1913 as housing for the city's working class

Same problem as (A).


D As its residents know well, the Baskerville building has a great deal more character than most modern buildings, but a lot less square footage, seeing as it was built in 1913 as housing for the city's working class

Changes the original meaning of the sentence. '...residents know well...' that the building has little square footage. Residents do not necessarily know that the building has a great deal more character. The 'seeing as it...' is awkward.


E Built in 1913 as housing for the city's working class, the Baskerville building has a great deal more character than most modern buildings, but a lot less square footage, as its residents know well

either
1) two words – He looks ‘solid but nervous’ in fact.
Or 2) two phrases, --- it has lot more character but less area’

Or 3) two ICs ---- I wanted to go New York but (I) went to Tokyo

The structure of the given complex sentence is as follows:

Built in 1913 as housing for the city's working class, the Baskerville building has a great deal more character than most modern buildings, but a lot less square footage, as its residents know well

Built in 1913 as housing for the city's working class --- This is a modifier; ignore it for a while

the Baskerville building has a great deal more character than most modern buildings, but a lot less square footage,---- The main clause with building as the subject and has as the verb. The object phrase -a great deal more character than most modern buildings, but a lot less square footage – comprises two arms conjoined by the contrasting coordinate conjunction but.

As its residents know well --- This is a actually the subordinate clause of the complex sentence and as such it is not independent

The extra clause "seeing as it was" can be done without. option E is the most effective as:
1. Modifier (Built in 1913 as housing for the city's working class) for Baskerville building is correctly positioned
2. but a lot less square footage is correct...cannot use a lot fewer footage: Wrong quantifier
3."Seeing as" is an informal construction, it would be enough to eliminate D.
4. E is the most succinct option, is not wordy or awkward, no unnecessary clauses.
