Let me try to xplain..
frankliin roosevelt performed 2 main functions-

By confronting....and by improving......

By confronting devastated actions such as-
here,there are 4 actions i.e creating,opening,suspending and launching....so launching must be followed by and

The list mention above is a sublist of 1st main function i.e confronting and after that list is finished, the second function i.e improving is followed..note here-By is used for both the main functions performed by roosevelt inorder to maintain parallelism and to clarify the intended meaning..

Franklin Roosevelt did two things to set the United States on a course to propel itself out of the depression: (1) confronting a devastated economy (2) improving the morale of the demoralized country. C.)this sentence carries a pernicious distortion of meaning as the phrase a demoralized nation through is replaced with the phrase a nation demoralized through, which distorts the sentence to mean that Roosevelt's speeches were the source of the nation's demoralization
D.)the phrase through the launch of takes away the parallelism of the list of items taken to accomplish the first action (i.e., the phrase creating..., opening..., and through the launch is not parallel)
E.)the sentence is parallel (i.e., the phrase by confronting x through y...and by improving m through n is parallel)

As I see the main issue here is parallelism. Not only the grammatical, but also the semantic one.
There has to be logic.

"By confronting a devastated economy through actions such as
creating the Federal Deposit Insurance Corporation,
opening the Securities and Exchange Commission,
suspending the gold standard,
launching massive public works programs"

All these parts of the list are logical together.

But these one "improving the morale of a demoralized nation through his fireside chats" is not. It is not confronting the devastated economic, it is confronting the low morale.
So this part has to be parallel with the "economic" part
By confronting a devastated economy <-------------> and by improving the morale

And there is a first list:
creating the Federal Deposit Insurance Corporation,
opening the Securities and Exchange Commission,
suspending the gold standard,
launching massive public works programs
The last part of it has to have end before it.

So the right sentence:
By confronting a devastated economy through actions such as creating the Federal Deposit Insurance Corporation, opening the Securities and Exchange Commission, suspending the gold standard, and launching massive public works programs, and by improving the morale of a demoralized nation through his fireside chats, First Inaugural address, and other motivational speeches, Franklin Roosevelt both lifted the spirits of Americans across the country and set the United States on a course that helped propel it out of the Great Depression

A good question.
By contrasting should be parallel with by improving. So A is out. E is correct.
Had there been one more option similar to A, I would have surely tripped.

Whatever is in thread, I agree with that, but I just have one question here.
Did the author of question not consider "improving...." phrase within list of actions?
Actually, It was hard to comprehend here that here are two distinct methods, confronting and improving, which must be in parallel.

Nay. Both thee functions are very different; confronting was for materialistic actions to boost up the economy while improving was used elevating the morale of the people. That is the reason that the proposition by is provided for both the actions.
If they both were part of the same list, then we wouldn't use an 'and' before launching.

Absolutely Brilliant Question.. This shows that solving mechanically wouldn't work on the GMAT.

It is evident that there is a list (ing form) so we can ignore D.
FR improved the Morale of a demoralized nation not that the nation was demoralized through his speeches, ignore C.

ABE left.

If we there are 2 different things that are happening...
one on the economic side-->creating FDIC, suspending Gold Standard etc.
and on the other side -->he worked on speeches... So E it is

structure-
By doing A,B,C and D
And
By doing X,Y and Z
