We need to use past perfect to show an event has happened before another event in the past.

Event 1 - Constantine was defeated
Event 2 - After Constantine was defeated, Astabasdos became emperor

Hence event 1 happened before event 2. For event 1 we use past perfect "had been" and for event 2 we use simple perfect "was".

Hence D is the correct answer.
