Forget about Manitoba in this situation
Not knowing French although program is on English will make you problems in socializing and everyday life in Montreal and that is like 5 years of your life.
If you don't have some personal reasons for that location (family, friends, whatever) I would skip it.
I personally would rather go to Calgary than Hamilton, however I have seen some rankings where McMaster is slightly above Haskayne, although in practice that is not my impression.
Having dean of department behind your back is great, having eminent professor could be also critically important.

Just read papers of possible mentors and compare them.
Don't choose based on school, choose based on mentor and research interest.
Who is more aligned with your research interest ?
I cannot answer that for you, nor I should.
My vote goes for Haskayne, however that is purely based on business school, location and personal preference, in specific case and PhD/Mentor/research interest compatibility everything can change.
