From what I have seen , it was mostly one way. But this info is only based on the Canadian folks I met during training seminars. Generally, it all depends on specialty and clients. If you have specific skills or industry expertise and it is needed somewhere, you will be asked to go there. If your client has a branch somewhere and needs you there, he will have you go there too.
I also believe that it all depends on the network you create in the firm you work in. HR are pretty much useless in consultancies, because partners know who they want on which assignments. I personally managed to work in London thanks to one of the partners I knew well and socialized with a few times

Another colleague works today in DC because he knew well a manager and his skills pretty much fit an American client needs, so he recommended him to a partner in the US and got him the role.Coming to the H1 issue: yes, it is slavery. When I was an intern in the US, my manager wanted to give me a great position. But he was under the constraint of interviewing Americans first (normal), and didn't want to go through the hierarchical hassle of justifying his choice. He ended up suggesting a job at the customer service of the company, picking up phone calls and taking orders. I politely declined the offer, and flew home...

I think evetyhing goes through cycles, there is the business cycle, the cycle of the economy, life cylce ....
And I think the USA has passed it climax on its cycle of development and I think other countries are on the rise now which will in a couple of decades overtake America in the world stage.
And I think the immigration policy is one of the big things that will affect the US negatively in near future, because with that policy you are not allowing the country to perform to its maximym but (in certain cases) they are favoring some less-skilled people just because they happen to be born in the USA and not India
. And sooner or later people start to realize that there is a nice world outside the USA and these pople move and create growth, and prosperity at other countries which give them good oportunities
The car industry is a great example of how 'protections' of certain people brings the economy down. If it wasn't for the unions who make the car manufactures pay more for production costs... maybe the US auto industry wouldn't be lagging behind so much now.

No new R2 invites in the past week or so ? After sending out the first wave, the adcoms seem to have gone silent. I wonder if they sent out as many interview invites as they had interview slots on the Ross interview scheduling site.
, but I think they will add some new ones once they send the second wave of interview invites
