Also, BU hasn't offered a full tuition waiver to anyone for R2 which is kind of a Bummer. What do you think could be the reason ?

I think so. I know someone who has a full tuition waiver for both the MBA and the MSDi part of the program (R1)
Unfortunately, I don't know anyone who got a full ride in R2.
