Response from another school regarding in state tuition in 2nd yr:
"No. Residency for tuition purposes is determined upon admission and remains constant throughout your program."
Thanks atwater. I would still be interested in knowing how UVA handles this situation, as I have heard that some institutions will grant in-state tuition to students after the first year (don't remember where I heard that, though, sorry).
It's possible to get in-state status in theory, but in practice it's quite difficult. You have to show proof that you're planning to settle down in the state. I understand that if you happen to be getting married to a working (in other words, state TAX-paying), Virginia resident while a student, you can get in-state residency immediately. Other than that, you have to do a few different things (file taxes, register your car, register to vote, and get a driver's license) and then you might have a chance but it's no guarantee.
I know that in other states it can be relatively to get in-state status (e.g. California), but Virginia can be rather difficult.
