here. It's rolling in the sense that there are three deadlines. But it's not rolling in the sense that if you get your application in a month before the deadline, it won't be considered any earlier than someone who submits on the deadline for that particular round.
At least that was the case for R1/R2, and everything I've read makes me think its the same for R3. I've found the people at Georgetown to be pretty responsive, so you might consider sending them an email to ask whether or not there would be any advantage to submitting early in R3.
