My guess would be yes--if not, what would be the point of having a waitlist? Then the strength of the R3 applicant pool will determine how many waitlisters get invites.

and the amount of people who decline an admissions offer from R2...R1 had to decide earlier this week...hence the "selection" plotting at dillon over the past 2-3 days
