Hi,

The WAT topic was 'India's cultural, ethnic, linguistic... diversity is a hurdle to the economic development. Present your views.'
Time: 20 mins; Word limit: 200

The approach that I would suggest:
Take 5-7 mins to compile and structure your thoughts. The remaining 13-15 mins are more than enough to write down 200 words, if you have structured your thoughts well.

I would recommend breaking down your write-up into 4 paragraphs.
Para 1: Explain a bit about the topic. Use facts if you know any. (For instance: In the given topic I used the number of states India has, the number of languages spoken in India, the number of religions followed by Indians etc.)
Para 2: Some points that are in favor of the topic
Para 3: Some points that are against the topic
Para 4: Conclude with your point of view(very important)
Essentially you are analytically evaluating the given topic and presenting your point of view (POV). Avoid overwriting, cutting, and grammar mistakes.

The structure may vary as per the topic, but I have seen this structure to be useful for most of the topics.

These are my views on your question; an expert may enlighten further.

You got it mostly Covered yet I’m sharing The approach I use for my students
1. Keep it to 3 paragraphs
2. Para1: context setting for your stance (do not repeat or elaborate on the given facts eg : explaining Full form of GDP)
3. Para2: the body. Use majority words here. Logic,data points and analogies etc..
4. Non repetitive conclusion (do not repeat your stance here)
5. Consistent flow

WAT is 10% weightage, do not go without practice

Take 1 min to read the question.
4mins to analyse.
Understand the topic and intention
Of the question

Avoid fundamental errors such as
1. Grammatical mistakes
2. Spelling mistakes
3.Long run on sentences
4. Passive voice
5. Shashi Tharoor style words

It is a pen and paper format so do have a clean handwriting
