See "this may be" is applicable to other schools, not the UC Berkeley MBA. Do you have any specific instances to endorse this? Please share I would love to be corrected here.

this is not the case with UC Berkeley. Except for one or two schools, any school based in California requires a candidate to write an English proficiency test irrespective of the points you have highlighted above.
just to add: Most of the schools based in California except Stanford or two more I believe are flexible to accept second MBA. not others.

You need to read this very carefully.
One more point I would to add regarding the UC Berkeley admission process. Please arrange an official transcript well in advance. Post your admission, you need to immediately send physical copy or arrange from institution to send a copy via official email id of the undergrad institution.
