Yes, I was in canada and only used it to look up a couple directions. That was 50 dollars.

I was in London for, oh, I don't know, 7 hours last week. I made perhaps a grand total of 10 minutes of calls and ended up with a $30 roaming fee. Went to Canada a few weeks before that, maybe made 15 minutes of calls and checked a few webpages on it, a few google maps and got hit with about $70 in fees.
Turn off data roaming and just hope for a call. The other option, assuming you have a hacked iphone is to just buy a pre-paid sim when you get to wherever you are. I bought one in Italy for about 20 euro that was good for unlimited internet for 1 month and 60 minutes talk time. Much much more cost effective.
