The possibilities of getting into a school in Round 3 is dependant on several factors - the school you are targettin, the applicant pool you come from, and your overall profile.
Broadly speaking, chances are never high and quantifying the chances will not be straightforward. If one really wants to, one should apply; the ideal approach would be to apply in an earlier round.
