Generally, I think this is technically a thing but if they feel this way it is probably based on something you have shown them that makes them feel this way. Many qualified candidates get waitlisted, particularly at the top schools, this does not make you a bad or unqualified candidate. Kellogg, for example, will give a handful of candidates a call every year to tell them they loved them but ultimately did not have the space to admit. So again qualified candidates get waitlisted and denied every year
