I’ve seen some universities list it as a requirement and others don’t mention it at all. I have industry experience and a master’s degree in a different field, but not an MBA. Would that still qualify, or do most programs expect an MBA first?
If anyone has gone through a DBA without an MBA, it would be great to hear how admissions looked at your background.

I am a Yale MBA, and been an Admissions Consultant for over a decade. Before that I have also pursued the MBA course in HR (called PM&IR in those days) at XLRI, and had interviewed for an IIM (A) Fellowship program (a pre-DBA requirement, if I remember it right).
My information therefore is from B Schools in both India and the US.
Primarily, it is difficult to justify the reason/ careeer goals that you could achieve through a DBA, if you haven't done an MBA earlier. Almost every Indian B School getting enough applcations therefore makes the selection process for DBA programs more efficient by making MBA a requirement
B Schools in the US however, are more liberal in their approch, and often look at the larger picture of how your Masters in a different subject could still align with a DBA. That said, even the US B Schools look for that "alignment" in how your Masters can help you add value, to the DBA research class, to the Research Prof under whom you get to work, AND to the school's reputation as well. One of my Profs at Yale, was a Masters in Economics, and a DBA before he took up teaching. His research in Economics (as you may have guessed) was on the Economic aspect of Business.
