A. The subject wireless headsets does not have a verb.

B. Run-on sentence: Cell phones are ...... headsets and they are....other tasks are two independent clauses and hence cannot be separated only by a coma; either a semicolon or a coma with conjunction is required.

C. The subject wireless headsets does not have a verb. Run-on sentence: they are the earpieces...... other tasks.

D. Correct. A nice example of an absolute phrase ( the earpieces that enable...)

E. The subject wireless headsets does not have a verb. Redundancy: and also

The correct structure should be Cell Phones ARE becoming smaller...... so too ARE wireless headsets, so A, C and E are out.

Between B and D -- B is missing conjunction between headsets and they.

D is the answer.
