JohnIsUsername Unless I am mistaken, this center is one of the many "centers" of excellence that exist at Tuck (center of private equity, digital marketing, etc.) and it would be open to all matriculated Tuckies. By all means, would encourage you to play to this angle in the application.
A good application strategy, to sidestep some of the competition, is often to apply as a joint degree candidate, so consider that as well for schools that offer an MA in public policy along with the MBA.
You might also consider the Wharton Lauder program, an official international MA-MBA joint degree that requires bilingualism. They actually visit with government officials in your region of focus.
