The sentence compares the PC, so E and A are out.
C and D seems too wordy to me so I picked B.

The first part of sentence initiates a comparison of computers, hence the second part has to begin with computers, in this case "laptop computers". This eliminates A) and E).
B) is the most concise answer choice imo, even though I can't really tell whether there are flaws in C) or D). Therefore, I'm going with B).
