Citing evidence that the carbon dioxide content of the atmosphere has increased more than seven percent in the last 30 years, many scientists have expressed a fear of destroying forests and continued use of fossil fuels will cause an irreversible shift in Earth’s climatic pattern.

The opening modifier "Citing" should modify some person not "a fear", so D and E are out.
"a fear of" vs "a fear that" - stylistically, the latter option wins. So, we narrow options to B vs C.

(B) many scientists have expressed a fear that destruction of forests and continued use of
(C) many scientists have expressed a fear that destruction of forests and continually using

B wins as the parallelism is better there: "destruction" is parallel to "use".
