Experts please help in explaining why choice D is wrong here ?

Does "contributing to the rise in temporary employment" not represent the result of previous clause ? If yes then why comma proceeded by V +ing is incorrect ?

E means that WEF is trying to explain the cause of the rise in temporary employment by stating that the employers have switched to temporary people due to some X and Y factors. Whereas D says that the act of putting the employers in the fore itself is causing the rise. Hope the difference between D and E is clear.

In D:- Result:- Rise in temp Emp , Why(Reason):- Act of putting Employers in Fore ---> Logically Incorrect

D) the World Economic Forum has put employers in the fore, contributing
It is not the WEF's action of putting the employers in the fore is causing the rise in the temporary employment. WEF is simply a monitoring body and an analyst. It is only reporting that the employers are prima facie responsible for the increase in temporary employment because the employers know well that these temporary employees have no bargaining power.

Therefore, as in D, contributing to the rise is not the result of the previous clause.

I couldn't quite get what exactly is the purpose involved in this reporting.

This corrects the SV error in original sentence.
