Can some expert help me with this ? There has been alot of thoughts on usage of this type of structure with sentences such as:
By applying optimization techniques commonly used to plan operations, A company's manager resolved the problems
My takeaway on this: The whole thing modifies the manager
But then there are sentences such as
In order to properly evaluate a patient's state of mind and gain informed consent prior to surgery,The operating physician must do some things
and
Matt has a very full schedule this week, with everyone of his available time slots occupied
The above constructions are correct, However
With Sales declining for three consecutive years, the CEO announced that the company will be changing its product line
Any experts would like to contribute to this nature of construction?

My two cents in the first sentence
By applying is infact modifying the verb and not the manager
It's describing the how aspect of the sentence
By applying optimization techniques commonly used to plan operations, A company's manager resolved the problems
How did the manager resolve the problems? By applying optimisation techniques. Since the doer and doee of both actions are same i think the phrase is modifying the action
Please refer to e-gmat articles on Verbing and Verb-ed modifiers for further clarification
