I found the following sentence in The Hindu, a popular Indian newspaper:
"China has since July 22 been administering its domestically developed vaccine to its citizens."
I expect commas to be surrounding "since July 22".
The correct sentence should be "China has, since July 22, been administering vaccine...".
Which one is correct and why?

China has, since July 22, been administering vaccine.
Is grammatically incorrect.
The statement as mentioned in the newspaper is correct but using a set of commas certainly makes the statement more reader-friendly.
Now,if you were to separate the descriptive info with a set of commas, here's what the correct version would look like:
China, since July 22, has been administering vaccine.
Alternatively,
Since July 22, China has been administering vaccine.
A good trick would be to identify the subject and place the modifier close to it.The modifier cannot be after the verb, doing so creates a run on.

The GMAT doesn't test punctuation ever. So if this is for an essay, it is good to clarify and know. If this is for the test, you can ignore it.
