In option B, can someone exlain the usage of -ing format? It is neither explaining the "how" factor nor providing a result of the prior statement.

(B) without exploring all other avenues, including cutting executives' salaries

If I understand correctly, "including cutting executives' salaries" is a modifier of noun phrase "all other avenues". However, I have also studied that noun modifier verb-ing with single comma after noun or noun phrase is not allowed in GMAT.

Where I am going wrong ?

(B) without exploring all other avenues, including cutting executives' salaries
(C) without exploring all other avenues, which would include the cutting of salaries of the executives
(D) without exploring all other avenues; these include the cutting of salaries of executives
(E) unless having explored all other avenues, including cutting the salaries of executives

Hello guys!

This is a typical question related to the usage of pronouns.

In my Opinion(IMO)

Using Process of Elimination(POE),
Eliminate A, the latter part seems ambiguous.
Option B seems good. Let's keep it!
Eliminate C and D, although the latter part might be correct in a single way, 'cutting of salaries' seems incorrect.
Eliminate E, there is no need of using 'having' here, it makes the statement wordy!

Option B, says, 'including cutting executives'salaries sounds correct and apt. No ambiguity is present here.
