The non-underlined portion suggests use of command subjunctive
"bossy verb+that+subject+command subjunctive"

Thus, "proposed that _____ increase" is the correct form. Both, D and E use command subjunctive, but E falters in the last part " in a significant manner"

in SC, there is no pattern to recognize, but grammar issues and idioms to be memorized.

I knew the answer would be D. But it does seem incorrect. What is conservation funding ? It is ambiguous at best. Althouse, verbose, the correct answer is E both grammatically and in terms of meaning.

Ans is D

D/E only as in subjunctive simple verb comes
so significantly is adverb and is used before verb increase and which is in D and so is the answer
