+1 FOR A. We need command subjunctive here. Only A and C have it-C does not have proper word order

Why not C? What is wrong with the word order?

Notes:

Require is one of the nine verbs to which the Subjunctive rule applies (if it is followed by that). This means that the next verb after requiring that should be in base form (hold). So only A and C are left.

apjoshua92 already mentioned why C is flawed. The word maybe is considered too simple for the GMAT. Thus, whenever you see it in a SC question, eliminate all choices that include it and choose answer choices that use perhaps, possibly or probably instead - if there are any.

Hi the subjunctive words are
Command, demand, propose, recommend, request, suggest, demand. These words follow subjunctive formation.
Words such as:-

advise, allow, forbid, persuade, want . These words do not follow subjunctive rather followed by " To Verb"
Amy colleagues persuaded her to invite her boss for her wedding.
Other words:-
ask, beg, desire, intend, urge, require, prefer, order. These words can either take subjunctive or take "To verb"
The law requires that everybody provide his or her loan approval.
The law requires everybody to provide his or her loan approval
