According to the Economist GMAT Tutor, the answer choice corresponding to the problem below is C, but how can the word "still" be a conjunction? Am I missing something or the answer explanation from Economist GMAT tutor is incorrect?
Here is the question

'still' in fine here. The given sentence states that there already is a law that requires everyone wear a seatbelt, still 20% refrain from doing so. We need to show an opposite effect to capture the true meaning.
The following are the issues with the other choices:
A. Even though the law mandates that all passengers in a vehicle wear a seat belt, still approximately
Incorrect. Even..., still ... is redundant. Both are showing contrast and thus only 1 is needed.
B. Even though the law mandates that every passenger in a vehicle wears a seat belt, approximately
Incorrect. mandates is a verb that requires subjunctive amd thus 'wears' is incorrect. It should be 'wear'
C. The law mandates that all passengers in a vehicle wear a seat belt, still approximately
Correct. Proper usage of subjunctive and no redundancy.
D. The law mandates that all passengers in a vehicle will wear a seat belt, yet around
Incorrect. mandates is a verb that requires subjunctive amd thus 'will wear' is incorrect and illogical. It should be 'wear'
E. Even though the law mandates that every passenger in a vehicle is wearing a seat belt, approximately
Incorrect. mandates is a verb that requires subjunctive amd thus 'is wearing' is incorrect and illogical. It should be 'wear'
