To express intent : Infinitives fit the bill best

...........the Massachusetts Turnpike uses a series of tollbooths.................: What is the Intent ? why are they using Tollbooths ? = thus Infinitives should be a natural choice

Thus B n C remain :

B : ........................ to fund construction and maintenance projects

C : ........................for funding projects of construction and maintenance : C is a bit awkward

The intent is : Revenue is collected to do what ? = Fund construction projects & maintenance projects

B & C does the same thing : But B does it concisely ( Conveying the same intent in a simplistic way )

(construction & maintenance projects) OUTWEIGHS (projects of construction & maintenance)

Leading to B , my take


Can we say for the second part also, infinitive should be used for intent and thus 'to fund.........'
