E is not right because you don't know how much of the substance will cause "serious cardiac problem"
C. Passage mentions that ephedra may cause cardiac problems. It never mentions the concentration required for the cardiac problems to happen. Therefore, he's assuming that 2.5% is enough to cause cardiac problems.
E cannot be. It contradicts the passage because it's comparing something you do not know (it may cause) vs. something you know (it will cause).
