Correct Usage of Tense

Need you help to understand the sentence below:

"Dr. Rowan ,whose secretary resigned two weeks ago, has had to do all his own typing ."

The part not understood is the organization of words in the dependent clause, which is marked in red.

Go to page 57 in Aristotle SC Guide and read the section - "Use of has had and had had".

i read this in the MGMAT guide : do not use "has had" or "had had" until there are two events that have taken place and you need to differentiate in their timing. Here there is no need to differentiate in the time line, so depending on the rest of the sentence and options eliminate and use either "has" if the rest of the sentence is in present or "had" if in past.
Always avoid "has had" and "had had" unless there are two events.
