Ignore universities, first look for cipher names that appears more than one times.
I. Pigpen
II. Scytale
III. Jefferson Wheel

Now look for the university that teaches all three.

Since th eproblem asks for universities, it would be faster to see the universities first. Take the one having the max no.of courses obviously for the best chances and it leaves us with last 2. Quick few seconds glance and we find Seton Hill having quite a few similarities. Now we can fix this to be the univeristy and on back tracking finding 3 as the most from seton is straightforward.

i just listed down the common techniques in all the available colleges. and then in those how many of colleges are in each of those technique.

pigpen - johns and seton
scytale- taylor, seton, roger
jefferson- seton, roger.

there are 3 techniques that were taught in more than one and only one college with all those 3 techniques.
